Instructor-led tabletop discussion of size-up models and tactical decision-making. Officer selects focus. Topics that fit this sheet include: size-up models (COAL WAS WEALTH, WALLACE WAS HOT, BE SAHF, the 13-Point Size-Up), 360° walk-around, building construction recognition (NFPA 220 Type I-V), reading smoke (volume, velocity, density, color), occupancy considerations (residential, commercial, industrial, special), strategic mode (offensive / defensive / transitional / non-attack), tactical priorities (RECEO-VS / LIP / Life-Safety-Incident Stabilization-Property Conservation), risk/benefit analysis, command considerations, and initial radio report format. Use photos, videos, or sand-table scenarios. Reference: NFPA 1021, NFPA 1561, IFSTA Essentials and Pumping Ch. on Size-Up. Document specific scenario or model discussed.

  2. 2. Identify the strategic mode and justify with risk/benefit.
  3. 3. Describe initial radio report content.
  4. 4. Identify the top 2-3 tactical priorities for the scenario.
  5. 5. Review department initial-arriving SOG.
