Full-scale (3-6 hours) hands-on facility-style training for officers using tabletop and command simulation. NOT live evolutions but full immersion in command decision-making. Officer / Training Division selects scenarios. Possible scenarios include: residential structure fire with mayday (full ICS build, command transfer, RIT deployment, PAR cycle), commercial structure fire with high heat / standpipe operations, MVA with extrication and multi-patient triage, hazmat scenario with unified command (fire + law + EMS + state hazmat), mass casualty incident with triage and transport coordination, structural collapse with US&R activation, weather-driven incident (tornado, ice storm) with multi-incident management, and active shooter / hostile event response (rescue task force concept, integrated with law enforcement). Each scenario uses real-time radio traffic, ICS forms, and command board manipulation. Includes pre-brief, full simulation, AAR, and reset. Reference: NFPA 1021, NFPA 1561, NIMS ICS, FEMA tabletop guides. Document scenarios run, decisions made, and AAR findings.

  1. 1. Establish and run command for the duration of the scenario.
  2. 2. Build out ICS to the level required by the scenario.
  3. 3. Demonstrate effective resource management and accountability.
  4. 4. Adapt to dynamic changes (mayday, weather, second event, resource shortfall).
  5. 5. Conduct full AAR and produce written PIA notes.
